Epimedium 'Asiatic Hybrid'
(Bishop's mitre)
Long sprays of tiny pale pink flowers, with darker pink middles, are carried above a mound of long, pointed, mid-green leaves that are brushed with dark red in spring. According to one website this plant was selected by American Dan Hinkley who bought the original seedling from Elizabeth Strangfield's Washfield Nursery.

Hardy to -10 degrees and more. Remove untidy leaves before new ones emerge in spring. Long-lived plants these take time to establish, but once they have, they require no attention. I've found some varieties like this one, very slow to establish. Tough once established, but slow to get there.
